The Iron Gate "Thieves Guild" is technically "The Order of the Temple of Lady Bastelina (Bah-steh-LEE-nuh), the Goddess of Necessary Chaos", or "Order of the Cat", thus 100% legal, with a place at meetings of the Grand Council. To stay that way, they enforce a mostly non-violent code on their members.

Yes, she's a cat goddess. The temple has a population of cats that are reputed to turn on the impure and in general do her bidding. All the magic she confers involves cat symbolism, whether claw amulets or cat ears. The number nine is sacred. Yes, thieves sometimes wear magic cat ears; in fact, thieves who pass through the masonic-style initiations learn basic spells of protection and detection, and at higher levels, luck and luck-based invisibility. The temple grounds are sacred. They can't be raided without misfortune befalling the city, and they are immune to most scrying magic.

A respectable front makes possible a modus vivendi with the authorities. The Guild can't overreach without losing protection, the authorities can crush it without creating a worse situation. The disadvantage is that the Order has to obey its many rules---jobs must have a ritual start/end; thieves on the job can’t fight except in self-defense, and must not kill anyone; owners of high-end stolen items must have a chance to buy them back---or else lose all the magical protection, and fall out with the authorities.

Basically, the Guild is an organized crime gang, acting as a local government to the slums, with plenty of chances for corruption and exploitation.
